Element and Relation

Do we have to do with the concept of Operation with a terminology that sabotages the elementary distinction of the concept of Complexity, namely the distinction between element and relation?

What happens in this conceptual structure if we now say that the element is the relation or that the element is the operation which links and which cannot occur if it does not perform a linkage? Does it then still make sense to speak of complexity? Don't we have to reformulate the whole terminology?
